Creates a matrix that has translation, rotation, and scale applied to it.
Parameters
- translation: Vector3.Vector3
  The translation applied to the matrix.
- rotation: Quaternion.Quaternion
  The rotation applied to the matrix.
- scale: Vector3.Vector3
  The scale applied to the matrix.
Returns Matrix4.Matrix4
A transformed matrix in column-major form.
